I just got one of these.

My impression is that it was intended to be placed on a regular notebook to turn it into a Thieves Guild RPG notebook where each installment could be added.

Yes, that does make sense. Gamelords does seem to have issued a binder themselves as indicated by the product list in the first printing of Thieves' Guild. It appears that they put stickers on binders from the Quill Corporation and sold them as a Thieves' Guild Reference Binder. Easy money.
